So what does "non-instructional" mean?
So today the school releases another document about the negotiations with the faculty (PDF). It is filled with a lot of phrases that are just downright disrespectful and not beneficial to a negotiation process, such as suggesting that faculty has intentionally drawn out this process.
One part of it is discussing the non-economic areas the two sides disagree on. It states:
"The faculty is also demanding a change to long-standing language in Article 7 that relates to faculty input on non-instructional issues. The administration already must seek faculty input on matters that relate to instruction. The faculty says they just want to participate in non-instructional matters, not control them. The contract already says the faculty "may" be asked to provide input on hiring faculty, hiring administrators and determining the instructor's job description, even though these are basic management rights. The Full-Time Faculty Association wants to change "may" to "will." During mediation on May 2, the College again suggested a middle ground. The College suggested language saying faculty "are entitled" to ask to give input on non-instructional issues. The plain truth is that Mt. Hood Community College has always encouraged participation in shared governance by the faculty; it just isn't willing to give control of non-instructional matters to the faculty."
I like how they focus heavily on things related to the hiring of administrators and faculty and the faculty job descriptions. What they leave out are the other items that fall into this area of the contract.

FACULTY RIGHTS
A. To Provide Input and/or Advice in a Shared Governance College Environment
Shared governance is critical to the culture and vitality of higher education. Any erosion of the role of faculty in governance seriously threatens the quality of education provided. This relationship should be based on collegiality and mutual respect. It is understood that
provisions in a collectively-bargained agreement encourage collegiality and ensure the integrity of this joint effort. The College and Faculty Association acknowledge that faculty participation in the life and operations of the College enhances the mission and operations of the College. It is expected that faculty will provide leadership, input, and advice into the following processes.
The Faculty Association will be asked to recommend members to provide input for decisions and studies that have an impact on faculty and instruction. Faculty members may also be asked collectively or individually to provide input for non-instructional decisions and studies as follows:
- the process and selection of new faculty members, including establishing qualifications, recruiting, screening, interviewing, and recommending candidates.
- the process and selection of area deans, instructional administrators, and department chairs.
- the determination of grading policies.
- the determination of entrance and exit requirements of courses and programs.
- the determination of the content of curricula and courses.
- the decision to grant or withhold tenure.
- the selection of committee, Board, and task force membership and designation of co-chairs for College committees pertaining to instruction and curricula.
- the determination of academic standards.
- the determination of classroom materials
- the determination of instructor responsibilities as listed in the instructor position (job) description.
This is not an exclusive listing of areas for shared governance.
